IMO C
let number of chocolate bar packages=X
number of toffee bar packages=Y

1) Y=x+1
He handed out
2/3*2x chocolate bars
3/5*2(X+1) toffee bars

2x--18,33,48..
2X+2-20,35,50..

all the above values satisfy
NOT SUFF

2) 2/3*2X=3/5*2y
X/Y=18/20
Not suff, any values with that ration are possible
combining

X/Y=18/20
from statement 1 values, only the 1st values i.e. x=9 and Y=10 will satisfy.

SUFF
answer C
The powers of two are bloody impolite!!
