in hopes vs hoping

Which one of the following is correct:
1) Speaker called for a session in hopes that fewer proposals will be discussed.
2) Speaker called for a session hoping that fewer proposals will be discussed.

"hoping" would be correct as it is a present participle modifying the preceeding phrase.

It is difficult (at least for me :) )

The thing is that "hoping" in (2) is next to session, but the session doesn't hope anything. The speaker does.

I would prefer;

Speaker, hoping that fewer proposals will be discussed, called for a session.

In the end, i really don't know which is best (or less bad!).

OA is A (in hopes with).... any takers to explain this?

This is a level-5 SC question in Barron's CAT
It is "in hopes that" and not "in hopes with".
