in hopes vs hoping

It is difficult (at least for me
)
The thing is that "hoping" in (2) is next to session, but the session doesn't hope anything. The speaker does.
I would prefer;
Speaker, hoping that fewer proposals will be discussed, called for a session.
In the end, i really don't know which is best (or less bad!).

Neither choice says "in hopes with". Please check your original posting against the source, and please tell us the sourcenasa wrote:OA is A (in hopes with).... any takers to explain this?
