i think i understand what you mean.
"other" should be used in other cases, such as:
"any other libraries";
"any" may include all libraries, including university science library, therefore we should add "other" to exclude "university science library" in comparison;

nonetheless, "most" does not necessarily include all, so it is not incorrect to say "most libraries".

Onell,

Like is used to compare nouns. In this case it is used to compare libraries so the correct choice would be to use like. Eliminate A and C.

The correct idiom is prohibit from...eliminate D.

You are left with B and E. Choice E makes the sentence a dependent clause while B does not.

B is the correct answer.
