This question is classic for picking numbers:

(1)

X = 999, Y = 1, therefore, XY = 999
X = 999, Y = -1, therefore, XY = -999

Insufficient

(2)

X = 3, Y = 3, therefore, XY = 9
X = 9, Y = 9, therefore, XY = 81

Insufficient

(1)+(2)

lets look at the minimum of the two claims: X+Y=60, and for XY to be minimum as well we need to take X=2, Y=58. Therefore, minimux XY is 116 which is greater than 60.
