Statements combined:
Case 1: Jefferson High consists of 20 male students and 80 female students, for a total of 100 students
Number of male students who study German = 20% of 20 = 4.
Number of female students who study German = 35% of 80 = 28.
(students who study German)/(total students) = (2+28)/100 = 30/100 = 30%.

Case 2: Jefferson High consists of 80 male students and 20 female students, for a total of 100 students
Number of male students who study German = 20% of 80 = 16.
Number of female students who study German = 35% of 20 = 7.
(students who study German)/(total students) = (16+7)/100 = 23/100 = 23%.

Since the percentage who study German can be different values, the two statements combined are INSUFFICIENT.

The correct answer is E.
