It is an appositive, though appositives are most normally used of nouns and noun phrases. Apposition allows you to leave out a verb of being, which is exactly what is missing from that sentence.

Example:

Apposition allows you to leave out a verb of being, which is exactly what is missing from that sentence.
Apposition allows you to leave out a verb of being, exactly what is missing from that sentence.

In mine example sentence, the phrase after the comma is in apposition with "a verb of being." In your sentence, it modifies all that precedes it.
