x-intercept tells you its crossing over 1 which is the radius of circle so it never crosses a circle

Statement II: just telling you its a negative slope -- the line could pass from any y-intercept --- so insuff

The answer is E.

Statement I

x intercept of line k is greater than 1. The line can and cannot intersect the circle. Therefore insufficient.

Statement II

y=-1/10 x +b

we dont know anything about the x intercept and y intercept.

Insufficient.

Combining I & II

nothing more can be deduced from the above equations, Hence E is the answer.
