OK, let's try to get the best fit.

I think it is A.

E: first mistake - less limitations, it must be fewer limitations as "limitation" is countable.
D: same here.
C: "where" must refer to a some place. Clan can't be a place, right? so C - out.
B: where... plus, "where there" is wordy and ambiguous.
A: "clans whose access to water" is idiomatical and fine. and "access was less limited (than that of Anasazi prior home's access to water) is clear and right.
So the answer is A. Hope it helped.
