My test results were disappointing.

I scored a 650.

36Q 42V.

I'm pretty surprised how there was such a wide disparity between my Manhattan GMAT prep tests which had me consistently scoring above 700 (700, 710, 740) and 45Q/47Q (in the 80+ percentiles).

Maybe it was nerves? I don't know. I felt pretty comfortable with the questions throughout the test and I finished on time.

Because my Verbal is pretty strong, I feel like even moderate improvements in my Quantitative scores will push me up into an optimal range of scores. But I don't know how best to do that.

Does anybody live in the Washington DC area (or know someone in the DC area) who would be open to working with me (for paid tutoring, or for help with Verbal in return?)

I don't, but good luck. Maybe a beer before the test would help next time :) (j/k, of course). I'm sure next time you won't be as nervous and will knock it out of the park!
