Can someone help me with the explaination?

We need adverb to modify strain , therefore D , B OUT

It has no referent in C. OUT

We don't need and here . Hence A

one more thing to add...

Depression is the one that COULD SEVERELY STRAIN, not Japan.

with double-digit employment-- it is just a filler.

.. maybe it helps that im an economist but anyways...

1. i agree with hitmewithgmat

2. depression causes, unemployment is one of the implications of depression

,so C,D and E are out for obvious reasons

3. b suggests that depression IS (if it occurs) a strain, while we want to say that depression has a potential of straining (TO VARIOUS MAGNITUDES, DEPENDING ON SEVERITY OF DEPRESSION) A gets that message across..
