Solve for an angle knowing only segments / right triangle

Hi!
Can anyone give me an explanation as to how to solve the attached triangle problem? The correct answer is D (need both to be sufficient). After reviewing the answer, it makes sense as to why it can be solved with both pieces of info, but I'm curious as to how you would solve this question if it was problem solving? How would you calculate x angle?
