We have to find out if n is a multiple of 15 or not
(1) says n can be 40,60,80,90 and so on. Here 60 is a multiple of 15 and 20 is not and so INSUFFICIENT.
(2) says n can be 0,3,6,9,12...27,30 and so on. Here 30 is a multiple and 3 or 0 is not.INSUFFICIENT.
Combining the statements we understand that n can never be a multiple of n because n will not have a value ending with 0 or a 5. So the answer is C.
Correct me if im wrong.

Question 1
This question is kinda confusing but here is what I feel the answer should be
If 500 is the multiple of 100 that is closest to x then the value of x is bewteen 450-500 and if 400 is the multiple of 100 cleset to y then the value of y is between 350-400.
(1) no information about y so INSUFFICIENT
(2)no information about x and so INSUFFICIENT.
Combining the tow statements we understand that x<500 and y<400.
Lets assume x is 370 and y is 190 then x+y=560 and the multiple of x+y close to 100 would be 600 and if x=470 and y=190 then x+y=660 and so the multiple would be 700.Therefore the answer is (E)
I know im missing somethin so pls guys add ur valuable insights ...

Moneyman, I think you went with the right approach, if my approach is correct!
For 1:
x<500 Therefore, x = 451-499 Insuff as we don't know anything about y
For 2:
y<400 Therefore, y=351-399 Insuff as we don't know anything about x
Together: There are multiple options, here's two:
Option 1: x+y=451+351= 802, in this case the closest multiple of 100 is 800,
Option 2: x+y= 499+399=898, in this case the closest mltiple of 100 is 900,
Of course we can pick any two combinations between those set of nos, so we will never be able to pinpoint if the multiple is 800 or 900, hence E.
