Since, it is not given that z is an integer possible combinations = (0,8,9)

The usage of number implies that we should consider NON-INTEGER values.
Both statements are satisfied by z=18.1 and z=19.1
Since the units digit of z can be different values, the two statements combinecd are INSUFFICIENT.

The correct answer is E.
