The second argument supposes that the government will tend to finance its deficits by increasing the money supply with insufficient regard for whether there is enough room for economic growth to enable such an increase to occur without causing inflation.
As A says government is not bothered about inflation. But in passage it says government is making efforts to CONTROL inflation.
So, C is the correct answer.
Interest rate

Well, the Associated Press reports that the Federal Reserve has strapped on its social media wings to be able to better communicate what it is doing to the general public. The corporation recently unveiled its official Twitter channel, @federalreserve. While not necessarily amusing or philosophically informative, Federal Reserve tweets will no doubt serve to educate the public as to what's happening with interest rates, currency and other internal workings of the organization. Aside from that, tweets from @federalreserve will generally revolve around a collection of links users can follow to see videos of various discussions and press conferences involving Chairman Ben Bernanke and other significant members of the organization. For instance, a common Fed tweet might be an invitation for the user to watch a video of Ben Bernanke explaining the internal structure of the Federal Reserve. Another might be a text or video report on financial services the Fed offers for mobile devices. You may read further at: Federal Reserve starts tweeting updates of interest rates, speeches and more.

i think this passage is too technical. It needs you to understand few basic principles of economics. Unfortunately, being a science student, I did not understand a word of it!
