try x=50 in both cases.... i'll see only combining both of them we get the answer....

(1) if x < 4 then x - 4 < 0. Then |x - 4| = -(x - 4) = 4 - x
But you don't know if |x + 3| = x + 3 or |x + 3| = -(x + 3).
Insufficient.

(2) if x > -3, then x + 3 > 0. Therefore |x + 3| = x + 3.
But you don't know if |x - 4| = x - 4 or |x - 4| = 4 -x

When combined,
|x - 4| = 4 - x
|x + 3| = x + 3

y = 4 - x + x + 3 = 7
Sufficient

The answer is C.
