To prevent overcrowding, last month the town zoning board limited the number of new buildings that can be constructed in the town in any given year. The board claims that doing so will preserve open spaces and lessen the strain on municipal resources such as schools and garbage disposal. Critics of the changes argue that the plan will harm the community or, at the very least, will fail in its purpose.

Which of the following most supports the claims of the critics of the plan?
A- Other towns have had mixed success with similar zoning plans.
B- No new schools have been built in the town in ten years.
C- Property taxes in the town are higher than in neighboring towns.
D- Under the new plan, developers may still erect apartment buildings.

The critics claim that the plan will harm the community or fail to achieve the stated goals of preserving open spaces and lessening the strain on municipal resources. None of the situations described in the answer choices would actually harm the community, but if D were true, then the zoning limit wouldn't keep out new apartment buildings, and since apartment buildings are full of people, they would be a strain on municipal resources, and could infringe on open spaces, as well. Therefore, D is correct.

the only sane option i felt
A,C are out of scope
B and E support the boards claim that there will be strain on the municipal resources
left out with D

Can someone explain how B & D does not support critics claim. I feel they do. Pls correct my logic


Town zoning limits number of new building construction. This will help to preserve open spaces and lessen strain on municipal resources

Critics - plan will harm community

B - no new schools built. Its possible city need more school bcoz children population is increasing. So if we continue with zoning, lesser chances of new school coming up => support critics.

E - garbage dump miles away. If we do not do zoning, more apartments...more people...more dumping....possibility that the existing dumping grounds filled up fast...and so look for garbage space farther away ...this will further strain the town residents => support critics
