Could anyone please let me know why simple present in option E is better than present perfect in option D.

Voters have rejected a modernist movement that conflicted with their conventional beliefs.

HAVE REJECTED - voters continues to reject even in present. So, if we say CONFLICTED then it means MOVEMENT is no longer conflicting with voters belief. In such a case, voters rejection, based on CONFLICT, is not logical. CONFLICTS suggests the movement is conflicting in present as well.
