IMO C.

The sentence segment starting with "that" refers to "directive" and this changes the original meaning of the sentence.

So IMO, the segment should start with "Prohibiting". Out of C and D, i see C is better.

Any thoughts pls ?

IMO A

The key here is that "directive" requires the subjunctive and therefore the base form of the verb "be prohibited," NOT "is prohibited."

Hope its clear...

I agree with sudhir.

The correct answer needs to use the subjunctive mood.

Manminder,

Yes, there're a few wrong answers in that document. Some people even avoid the 1000SC at all since it can be quite confusing as you can see :(.

A very good blog related the 1000 SC is https://thousandsc.blocked (even someone put a comment about the subjuntive use in this question)

I agree that answers to many questions in the 1000SC doc are wrongly marked. But in this case the answer should be C.
Look at he logic of the question i.e what information the author is trying to convey
break the sentence as below:
One of Ronald Reagan’s first acts as President was to rescind President Carter’s directive.....any word(s) after "directive" should be describing that directive. Only C does that. Fit in the options keeping the above in ur mind and it may help!

I quite agree directive is not subjunctive and it should be followed by prohibiting......but i eliminated C since 'prohibiting sale to other countries of any chemicals banned on medical grounds ' seems to have a misplaced modifier
i was expecting..... prohibiting the sale of any chemical banned on medical grounds in the United States to othe countries.

I agree that C has a misplaced modifier issue. I think it is less apparent because you already understand the meaning from the question stem, whereas if you read option C cold, you would think it sounded awkward.
