Balanced trade, possibly due to decrease in standard of living
i.e. Both Balanced trade and rising standard of living are required simultaneously to be a proper representation of high competitive ability.
Therefore the best test for the competitive ability of a country is...?
A. Balance its trade while its standard of living rises.
This just rephrases what the first line of the argument says and is hence correct.
