draw conclusion : public department

16. Some people believe that saying that an organization is hierarchical says everything there is to say about how the organization operates. It is true that all bureaucratically controlled organizations are hierarchical, and yet the Public Works Department operates quite differently from most other bureaucratically controlled organizations.

If the statements above are true, which of the following can be logically concluded?

• The Public Works Department operates more like a non-bureaucratically controlled organization than like a bureaucracy.
• Any organization that is hierarchical is bureaucratically controlled.
• The fact that a given organization is hierarchical does not lead us to a reliable conclusion about how that organization operates.
• Not all hierarchical organizations operate in the same manner.
• The operation of an organization is not a function of whether it is bureaucratically controlled or not.

May be this is one odd case 1 out of 1000 and hence after including this case also this conclusion is reliable...
•Not all hierarchical organizations operate in the same manner.
Not All mean (0-99) and hence this leads to more suitable conclusion...
But these two choices are tough to negate....

IMO C

the premises says that " even if the PWD is a bureaucratically organization .. it operates differently..

Thus we can infer that we cannot expect all bureaucratic organizations to operate similarly...

Thus C

D for me coz in c it tells that "The fact that a given organization is hierarchical does not lead us to a reliable conclusion about how that organization operates. " but read the first statement of the stimuli i.e." Some people believe that saying that an organization is hierarchical says everything there is to say about how the organization operates." so this means that it atleast works for some people!!.
so i discarded option C.
hence d is the right option.

I will go with answer D
