First note that we don't have sign of x or y.

1.y<x
x = 5, y = 2
|x-y| > |x|-|y| - No

x = 5, y = -2
|x-y| > |x|-|y| - Yes

2. xy<0 => Any one of them is negative
So |x - y| = will be sum of two terms
|x| - |y| = will be difference of two terms
|x-y| > |x|-|y| => Sum is always greater than the difference.

IMO B.
