i think you have doubt between C and E. the reason why C is not correct is because you have not considered -ve value of the points.

m = 6 and r = 18, or m = -12 and r = 36.

As there are still two possible values for r, the correct answer is E.

but statement 2 is that 12 is halfway between m and r
if m=-12 & r=36
then how come 12 is halfway?

if m is -12 and r is 36 the their center will be @ +12

distance b/w -12 and +12 = 24
distance b/w +12 and +36 = 24
