We have 14 apples and 23 oranges in the box.
We cannot remone any apple, we only remove oranges.
So the new total number of fruits will have 14 apples and they will represent 70% of the total number of fruits.

So we can write this equation, with X the total number of fruits.
70/100X=14
X=20
So,
14+Number of oranges=20
Number of oranges=6

23-6=17 must be removed


Considering your answer "3"
You would have had 14 apples and 20 oranges.
You should have checked that 14/34 <1/2 so it is not at all 70%
