B.if they have objections to particular activities and the groups that are given the money are. pronoun they is lacking a suitable noun antecedent.

I think the answer should be (D).

In (A) wrong usage of 'with' and we don't know what "they" (..as the groups they give money) is referring to.

In (B) and (C) they does not have an antecedent.

In (E) 'but' changes the meaning. given the money be - wrong usage of subjunctive.
