Presumably they mean to ask about the sum of the prices of the sandwiches, and not about the sum of the sandwiches themselves.

If Statement 1 is true, all we can say is that the sum of the prices exceeded 5*13 = $65, so that's not sufficient.

If Statement 2 is true, all we can say is that the sum of the prices exceeded $18, since the other four sandwiches might have been free, so that's not sufficient.

If both Statements are true, we know four of the sandwiches cost more than $13, and one of them cost more than $18, so the total price was more than 4*13 + 18 = $70, which is what we wanted to know, so the answer is C.
