If a line has a negative slope, that line is falling as it moves to the right. So it is rising as it moves to the left, and eventually it will rise high enough to be in quadrant II. So Statement 1 is sufficient.
Statement 2 tells us one point on the line but nothing about how the line rises or falls as we move away from that point, so it's not sufficient (it would only be sufficient if the point it told us about was in quadrant II, but it's not).
