Political fund-raisers tend to have greater success when soliciting donations if they let people know that others have already contributed to the cause in question. These fund-raisers must walk a fine line, however, since people will feel little motivation to donate to a political group that they believe is over-funded.

My Pick is A.

" if they let people know that others have already contributed to the cause in question" i.e. decisions are being influenced by what others have done.

"people will feel little motivation to donate to a political group that they believe is over-funded" Again, influenced by what others have done ...

Only A satisfies the information given in the passage. All other options make assumptions which are not related to information given in the passage.
