Option A.
'differing' has been used here is a present participle of differ does not show parallelism with 'determine' and 'reached' as used in the previous sentence 'observer's meridian differ from city to city'. THIS IS OPTION IS INCORRECT

Option B.the only difference between option A and b is the use of 'differing' and 'differed' .Now, we can clearly say that 'differed' follows a regular sequence of good parallelism with the preceding clause.Thus, this is the correct answer.

Option C.
'which were'??? this option suffers the bad use of tenses and time is not supposed to be pluralized.Thus, this option is not correct.

Option D
where is 'which was'??? the use of which was in the sentence gives a more clear understanding of the sentence thus we would opt for the option that gives the closest answer. Thus, this option is not correct.

Option E.
this option suffers the same fate as option D.
