E)Vitamin E, recent studies suggest, if in excess of that found naturally in a balanced diet, may actually increase the development risk of certain illnesses --> if we remove the modifier the sentence will be Vitamin E if in excess of that found naturally in a balanced diet, may actually increase the.. --> doesn't make sense.

IMO A

B- removes "may"
C- Awkward construction, in excess of a balanced diet??
D- Wrong usage, increase developing
E- Wrong modifier for Vitamin E, "Vitamin E, recent studies suggest"

I want to confirm if "Certain illnesses may be at a higher risk of development" is also wrong construction as it seem to suggest that illness has the risk

with the word suggest you can't be sure that the thing will be true, it's only a probability for a thing to be true

Suggest does not mean that you cant be sure. Had suggest mean that way then "may" would have been redundant in above sentence. Suggests only means "giving suggestion/advice" now that can be a probable or a definate.

Suggest ..that ...> Forms a Subjunctive .. so base form of verb must be used and option A using is correctly.
