Okay, let's try to apply logic in solving this problem as we carefully analyse the options listed below.

In Option A, it could be seen that a clear case of repetition of the subject matter was the order. The option is a lazy one in that it does give a clear cut response to the question. It is therefore an INCORRECT option.

In the case of Option B, it'd be seen that the preposition phrase ''if present metal prices'' has been used as a subject and normalized which enables the verb ''are'' to qualify it. It is wrong and inexcusable to use a sentence in this format. Hence, this option is also INCORRECT.

When we look further to Option C in a bid to getting a better answer to the question. Here, a simple word reset would have passed this option off as a correct, valid and suitable response to the subject question. Unfortunately, it is also INCORRECT.

In Option D lets look critically at this option with a view to analyzing the subject parts which is clearly lacking here. The sentence is correct but the manner it has been put is in such a way that it portends ambiguity. This is INCORRECT.

The content in option E would appear to be the most correct among all because it portends grammatical correctness, appropriateness and structural efficiency. It is the most correct of all.
