LMAO is A.
I'd go A...C was close for me...but "rules" violates verb tense. I don't like A because some of the referents are slightly ambiguous...but its the best choice.

OA is C. I chose A, but the explanation is that ruling is not a proper verb construction. I thought ruling was modifying the clause "A motion filed by the prosecution has been reviewed by a panel of judges", but now I realize that ruling modifies "a motion filed by the prosecution" because it is the subject so we need something after "a panel of judges" such as "that ruled". Is this correct?

"A" is wrong bc "ruling" as a present participal modifies the preceding clause's subj&predicate, in this case: "a motion...has been reviewed". Since it's not the motion that did the ruling but the judges, A makes a wrong modification.

The answer is A.
C is incorrect as After reviewing a motion filed by the prosecution is gramatically incorrect in GMAT. GMAT usually uses a full sentence after "after", not gerund
A is the best answer
