There is an indentation problem with this question, though I believe these are two columns of data between Annuals and Perennials plant of nursery A.

Come to Q:

Customer wants Perennials. Go to second column.
He wants white or container.

White Perennials = 22
OR
Can be used Container Perennials = 30.

If you use 22 white then you can at best use 22 containers.
If you use 30 containers then you can use all 22 white + 8 other color Perennials.

As it is an OR condition and we cannot use 22 white only as 8 containers will be pending. But he can use white OR containers. That means he still has 8 options pending (with other color) with matching required criteria. And this is the MINIMUM possibility. MAXIMUM will be 22+30 = 52.

If it were an AND condition then Answer would have been 22.
