Wow, I spotted answer to Q 1 in just 10 seconds but still cant figure it out why it is C for Q No 2. Please help to understand Q 2

The survey says the percentage is declining for high school seniors.

C says that the percentage is very similar to the one for people below 20. So the second percentage must also be declining like first one in the survey.
