2A + 2B + 18 = 0 what is B?

I am confuse. How can I find B using statement (1)?
What is the source of this question? It does not seem to be a reliable source. The answers from each statement must be the same; however, it is not.

(1) A = B

By replacing the value of A = B in the equation 2A + 2B + 18 = 0.

2A + 2B + 18 = 0 => 2B + 2B + 18 = 0 => 4B = -18 => B = -9/2. Sufficient.

(2) A = 3

By replacing the value of A = 3 in the equation 2A + 2B + 18 = 0.

2A + 2B + 18 = 0 => 2*3 + 2B + 18 = 0 => 4B = -18 -6 => B = -24/4 = -6. Sufficient.

The correct answer: D
