Statement 1
During the sale, the price of the tape recorder was reduced by 25%

Discount = 25% of the original selling price which is unknown, hence target question cannot be evaluated. Statement 1 is INSUFFICIENT.

Statement 2
Price of the tape recorder after reduction was = $36
Price after reduction = Original selling price - Discount selling price and discount is unknown . Statement 2 is INSUFFICIENT.

Combining both statements together
From statement 1,
Reduction is 25% of original price
From statement 1, price after reduction is $36
100% of the original price -25% of the original price = 75 % of the original price
75% of the original price = price after reduction = $36
let the original price be x
$$75\%\ of\ x\ =36$$ $$0.75x=36$$ $$x=\frac{36}{0.75}$$ $$=48\ dollars$$ $$Discount\ =\ 48-36\ \ =\ 12$$
Tape recorder was reduced by $12
both statement combined together are SUFFICIENT $$Answer\ is\ \ Option\ C$$
