Statement 1: x > 3
Since we have no information about the value of y, statement 1 is NOT SUFFICIENT

Statement 2: y > 3
Since we have no information about the value of x, statement 2 is NOT SUFFICIENT

Statements 1 and 2 combined
There are infinitely many values of x and y that satisfy BOTH statements. Here are two:
Case a: x = 5 and y = 4. In this case, x/y = 5/4. So, the answer to the target question is YES, x/y is greater than 1
Case b: x = 4 and y = 5. In this case, x/y = 4/5. So, the answer to the target question is NO, x/y is not greater than 1
Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT
Answer: E
