Hi,
|x| = x if x>=0
|x| = -x if x<=0
So, y = x+x =2x, if x>=0
and y = x-x =0, if x<=0
minimum value of y is zero.
From(1):
x<0, so y=0
Sufficient
From(2):
y < 1
y is an integer and its minimum value is zero
So, y=0
Sufficient

Hence, D
