Let's answer the question in steps...

GIVEN: 1 machine produces 16 golf balls in 5 minutes.
So, 1 machine produces 16/5 golf balls in 1 minute [if we have 1/5 the time, then the output is 1/5 as much]
So, 5 machines produce 16 golf balls in 1 minute [if we have 5 times the number of machines, then the output is 5 times as much]
So, 10 machines produce 32 golf balls in 1 minute [if we double the number of machines, then the output is doubled]

Answer: D

The rate of a machine is 16/5 = 3.2 golf balls per minute. We see that to produce 32 golf balls per minutes, we need 10 machines, since 10 x 3.2 = 32.

Answer: D
