We're asked if M is greater than N. This is a YES/NO question and we can TEST VALUES to solve it.
1) N/M < 1
IF...
N=1 and M=2 then the answer to the question is YES.
N=1 and M= -1 then the answer to the question is NO.
Fact 1 is INSUFFICIENT
2) N > 0
The same values that 'fit' Fact 1 also fit Fact 2:
IF...
N=1 and M=2 then the answer to the question is YES.
N=1 and M= -1 then the answer to the question is NO.
Fact 2 is INSUFFICIENT
Combined, there's no more work to be done. We have two values that 'fit' BOTH Facts and produce different answers (one "YES" and one "NO")
