The proposal by the federal government to bail out two of the nation's largest lending institutions could lead to greater market stability and decreasing the probability of worldwide economic recession.
(A) decreasing the probability
(B) the probability decreased
(C) the probability decreasing
(D) the decreasing of probability
(E) decrease the probability

[spoiler]OA : E
I am confuse between D and E. It should be, could lead to X and Y. X refers to 'market stability' - Noun
but in E - 'decrease the probability' , decrease is a verb.
Please clarify how the two are parallel[/spoiler]

E is exactly parallel in structure could lead ........and......decreased
problem in D is greater market stability ......and .......the decreasing of is not llel
your version is incorrect because if that is true then the s/c will read
could lead to greater market stability and could lead to greater decreasing the probability of worldwide economic recession. ------>illogical in meaning

Your understanding with the meaning is not correct. According to the stated answer also, it should be - ... could lead to greater market stability(X) and Y.

So we have to find Y which should be parallel to X.
I am not sure how E is parallel to X here.

Don't bother with Idiom here, break the sentence into 3 parts.

The proposal by the federal government to bail out two of the nation's largest lending institutions could
lead to greater market stability and decreasing the probability of worldwide economic recession.

remove the part in red.

The proposal by X could...decrease/decreasing/the probability/the decreasing ...Y.

Clearly, only thing that fits is decrease, and hence E is our winner.

No, this is not what the sentence want to say. According to the explanation :
the bail out could lead to X and Y. [ X and Y should be in parallel ]
D : the bail out could lead to greater market stability and the decreasing of probability of worldwide economic recession.
E : the bail out could lead to greater market stability and decrease the probability of worldwide economic recession.

Now, see which one is parallel to X (greater market stability )

No, this is not what the sentence want to say. According to the explanation :

Now, see which one is parallel to X (greater market stability )
Even if we consider parallelism, lead is parallel to decrease - Drug X can lead to happiness and decrease sadness. OA is E isnt it?

Answer is E, it sounds much better even though decrease is not the correct word as per the parellelism.
