People are countable. Hence it should be fewer.

People/Person - Countable
Population - Not Countable

Other Collective Nouns that are not countable:
Debris, Luggage, Economics. Be wary of nouns ending with "S". If the verb is not underlined, we can use the verb to determine whether the subject is plural or singular.

Countable items - Dioxin
