The units digit of the exponents of 3 repeats 3^1 ~ 3, 3^2 ~ 9, 3^3 ~ 7, 3^4 ~ 1 every four times when multiplying by 3.
The units digit of the exponents of 4 repeats 7^1 ~ 7, 7^2 ~ 9, 7^3 ~ 3, 7^4 ~ 1 every four times when multiplying by 7.

F(3^8 + 7^15) = F(3^4 + 7^3) = F(1 + 3) = F(4) = 4.

Therefore, B is the correct answer.
