The answer is E.
We need the value of R
Statement 1) tells us the distance between R and 0 is 3 times the distance from M and 0. But the distance of M to 0 is not given.
Statement 2) only tells us the midpoint of the two points.
Taken together there is still more than one possible answer. Though 12 is the midpoint M and R could be M=6 R=18 or M=-12 R=36, and still satisfying both statements.
Therefore answer is E
