Fraction, decimals and percents are all similar ways of expressing a quantity.
For example:
19% = 19/100 = 0.19
123% = 123/100 = 1.23
2% = 2/100 = 0.02

So, 0.2% = 0.2/100 = 2/1000 = 0.002

So, 1/2 of 0.2 percent = 1/2 of 0.002
= 0.0001

Answer: D

Hello vjesus12.

I would solve it as follows:

0.2 percent is the same as $$0.2\%\ =\ \frac{0.2}{100}=0.002.$$ Now, we want to calculate 1/2 of 0.2 percent, that is, $$\frac{1}{2}\cdot0.2\%\ =\frac{1}{2}\cdot0.002\ =\ 0.001.$$ This tell us that the correct answer is the option D .
