Given that the square picture frame has an outer perimeter of 36 inches, the outer side = 36/4 = 9 inches

=> the inner side = 9 – 1*2 = 7

=> The inner perimeter of the frame = 7*4 = 28

The correct answer: C

We see that the outer edge of the frame has a length of 36/4 = 9 inches. Therefore, the inner edge of the frame has a length of 9 - 1 - 1 = 7 inches. So the inner perimeter of the frame is 7 x 4 = 28 inches.

Answer: C
