OG DS #43 Help

What is the tenths digit in the decimal representation of a certain number?

(1) The nubmer is less than 1/3
(2) The number is greater than 1/4

Can someone help explain what the question is asking? I do not understand the answer explaination from OG as well.

i hope the answr is E , they ask what is tenths digit of the certain number. for example x=0,2. tenths digit=2. x=0,12 teths digit=1
(1) x<0,33 as value of x is not fixed x=0,25 with digit=2, or 0,1 with digit=1 , not suff
(2) the same story x>0,25, x=0,257, tenths digit=2, x=0,3 tenths digit =3. not suff
both
0,25<x<0,33, x=0,26. x=0,3 the value of tenths digit is not fixed

my bad, was in hurry, i`ll correct my previous post
both st, 0,25<x<0,33. here x=0,26, with tenths digit=2. or x=0,3 which is less than 0,33, with digit=3
both are insuff

Target question: What is the tenth digit in the decimal representation of a certain number?

Jump straight to.....

Statements 1 and 2 combined
Statement 1 tells us that the number is less than 1/3 (aka 0.333333....)
Statement 2 tells us that the number is greater than 1/4 (aka 0.25)
There are several values that satisfy BOTH statements. Here are two:
Case a: The number is 0.28. In this case, the answer to the target question is the tenths digit is 2
Case b: The number is 0.31. In this case, the answer to the target question is the tenths digit is 3
Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT

Answer: E
