Why is E wrong. The OA was a bit confusing .

Yes, you are right.
Wherever, there is a helping verbs such as is, are, etc, you need to check for parallelism also.

Here structure is such that both items need to be in parallel.

To tackle xxxxx......... is to become yyyyy.........
