When testing cases, don't forget to consider NEGATIVE VALUES.

Both statements are satisfied by the following cases:
x=0, y=0.
x=20, y=-1.
Since x is less than 20 in the first case but NOT less than 20 in the second case, the two statements combined are INSUFFICIENT.

The correct answer is E.
