What is the value of positive two-digit integer x?

(1) The sum of the two digits is 5.
(2) x is prime.

The OA is E.

I thought that the answer should be C. We can see that x=23 satisfy both statements. Any expert could help me here?

Statements combined:
It's possible that x=23 or that x=41.
Since x can be different values, the two statements combined are INSUFFICIENT.

The correct answer is E.
