I don't have clear this PS question or I'm not sure. I think that it's an easy question.
I just need to determine how many cars per hour the boy's club can wash, right? It will be 100/8 = 12.5.
Then I need to make the substract of 12.5 - 5 = 7.5, right?

If the boys can wash 100 cars in 8 hours, then they can wash 100/8 = 12.5 cars per hour.
